Work Context
Cesvi has been working in Libya since 2011. Following the turmoil of mid 2014 the expatriate staff was evacuated, guaranteeing the management by remote. From 2016 Cesvi remote manages project activities from Tunisia and, security conditions permitting, the Organization schedules short missions to Tripoli with key expatriate staff. In the future Cesvi plans to return to Libya.
Cesvi projects provide a strong and enhanced integrated service in order to address the specific needs in term of protection of Refugees, Asylum Seekers and IDPs affected by the ongoing unstable situation in Libya. Ongoing emergency projects ( protection/gvb/cp, cash transfer, NFI distributions ) are implemented in Misrata and Tripoli.
Due to the current situation in Libya, the Country office is based in Tunis in order to keep the coordination with the international partners and donor.
The Project Manager has to coordinate by remote the key staff in order to properly implement the program in the country. The project “Identificazione e supporto per migranti e richiedenti asilo in detenzione, Tariq al Matar, Tariq al Seqa, Tajoura” aims to offer identification services, referrals and psychological support through three mobile units in Tripoli.
The results to be obtained are: to increase the humanitarian protection spaces, assure psychological support to beneficiaries and, ultimately, strengthen the mechanisms of coordination and sharing among international cooperation stakeholders
Job Description
The collaboration is expected to start in January 2018.
KEY RESPONSIBILITIES
The Project manager will work under the supervision of Head of Mission and Head of Program ,and s/he will coordinate with the Area Administrator.
Main tasks:
-S/he will directly plan project activities under the supervision of HoP and HoM
-S/he will coordinate the protection specialist, meal officer,the local operational staff and the local NGOs in direct implementation and monitoring activities on the ground.
-S/he will ensure the project reporting in accordance with the deadlines (activities planning, monthly program progress and project final report).
-S/he will work in close in collaboration with the Area Administrator in budgeting, forecast and control of financial flows and planning
-S/he will provide the processing of any potential project amendment or extension within the due times.
-S/he will be directly responsible for field staff recruitment and coordination.
-S/He will conduct training /mentoring /coaching of project staff on an ongoing basis
-S/he will guarantee that all the activities are in line with Donors’ and Cesvi procedures and rules.
-S/he will report to the donors and ensure quality and accuracy of technical information provided.
-S/he will actively participate to the Cluster Working Group.
-S/he will liaise with relevant stakeholders.
Required Competencies
• University degree in human right law, social science, or development work or another relevant topic.
• Minimum 3/ 4 years’ project management experience in a corporate or an NGO environment, including experience directing and implementing programs in both protracted crises and development contexts.
• Working knowledge of relevant protection frameworks, Psychosocial support and Human Rights
• Ability to produce timely project proposals and high quality narrative reports.
• Knowledge of effective financial and budgetary planning and control, especially under AICS (Agenzia Italiana per la Cooperazione allo Sviluppo) rules and regulation
• Solid diplomatic and leadership skills in managing a variety of internal and external relationships, especially with partners, and acting effectively as an integration team member
• Self-motivated, flexible, resilient, able to take initiative and work independently.
• Excellent problem-solving and analytical skills
• High level of IT skills (Windows, Office package) and
• Excellent knowledge of English and Italian - written and spoken
