Work Context
Cesvi has been working in Libya since 2011. Following the turmoil of mid 2014 the expatriate staff has been temporarily evacuated, guaranteeing the management by remote. From 2016, due to the current situation in Libya, Cesvi remote manages from Tunisia where the Country office is currently based to keep the coordination with the international partners and donors. Based on evaluation of existing situation and on-going security assessment Cesvi is planning to return to Tripoli with key initial expatriate staff.
Job Description
The collaboration will start in November 2017.
Initially the main duty station will be Tunis with frequent mission to Tripoli. At a later stage the main duty station will be Tripoli/Libya (if security situation allows it).
The person will respond to the Head of Mission and will refer to Desk Officer and Security Advisor at HQ level.
The person will work in collaboration with local and expatriate staff working in Libya and Tunisia
By ensuring security of international and national staff in Libya and Tunisia, his/her main tasks and duties will be:
- Update of Libya security plans
- Organize and carry on field missions to Tripoli (Libya) alone or with international staff
- Coordinating safety and security assessments of programs and make recommendations and check implementation, accordingly.
- Prepare and conduct security trainings for international and national staff
- Monitoring and analysis of security incidents and ‘near misses’
- Country incidents reporting.
- Participate in country security coordination mechanism and reporting accordingly; working closely with other national and international NGOs security colleagues in the region directly or through a delegate.
- Develop and maintain relationships with diverse stakeholders who impact security of personnel. These include but are not limited to local village leaders, police, military, other NGOs, UN and government leaders.
- Keeping regular contacts with Italian and/or European Embassies or UN Officials on security.
- Support the HoM to effectively manage safety and security issues within country programs
- Revision of the security plan, guidelines and protocols
Required Competencies
• Degree in political science, international relations or in a security-related field
• Previous experience (5 years or more) in the same role in high profile countries; management of international staff
• Demonstrated experience in the same position, preferably in North Africa or Middle East countries emergency and in post emergency context
• Operational experience in post war / disaster affected environments with NGO. Experience of working in hostile environments
• Ability to formulate and communicate analysis of security environment
• Ability to prioritize security related tasks and complete reports to deadlines
• Ability to develop, deliver and evaluate training for multi-national staff
• Good interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, militias, donors, International Organizations and local NGOs
• Willingness to work in uncertain security environments. Self-motivated with the ability to work autonomously in a highly stressful and challenging environment.
• Ability to coordinate activities, building and maintaining positive working relationships
• Ability to understand complex security situation and advise program design accordingly
• Ability to analyze information to develop a complete picture of security situations
• Very flexible and with a positive attitude
• Ability to work under pressure (instable environment, of deadlines)
• Excellent organisational and time management skills
• Excellent problem-solving and analytical skills
• Goal-oriented
• Computer literacy, particularly in Microsoft Office Programmes such as Word and Excel as well as accounting packages & other database competencies
• Excellent knowledge of English - written and spoken
• Knowledge of Arabic
Desirable Competencies
• Previous experience in Libya
• Prior experience in North Africa and/or other complex areas
• Effective team membership integration ability
