Work Context
Cesvi has been working in Lebanon since 2001 in different areas: North Lebanon (Tripoli, Halba); South Lebanon (Sidon); Mount Lebanon (Chouf); Nabatîyé (Nabatîyé); Beqaa (Zahlé); Beirut (Beirut). All the Cesvi projects – funded by institutional donors and private foundations – in the livelihood sector, food security and emergency assistance have a crosscutting component in protection. From 2006 to 2010Cesvi’s efforts in the country were devoted to improve the social needs of the populations boosting the employment of youngsters, especially women, promoting micro entrepreneurship through the creation of incubation services inside the Municipalities and encouraging local development.
Since 2013 Cesvi has been responding to the spill over of the Syrian Crisis working in Livelihood and Protection sectors in close collaboration with local partners, CSOs, local authorities and other stakeholders. Cesvi’s strategy has been moving from a first emergency response to the impact of Syrian crisis in the country toward a medium-term development intervention. Initially Cesvi has responded to the most compelling socio-economic needs of Syrian refugees and Lebanese host communities through cash for work activities able to generate a temporary income. Currently, Cesvi is adopting a more structural approach with the aim of fostering socio-economic inclusion of vulnerable people transferring vocational skills to develop their abilities, build their knowledge and support the access to the labour market.
The area of intervention for the project are Chouf and Saida. Project title “Addressing Root Causes of Conflict in Lebanon: Social Protection and Economic Inclusion Programme for Vulnerable Populations”.
Job Description
The main duty station will be in Beirut; several coordination visits with consortium partners may be required.
S/he will report to the Head of Mission.
S/he will be responsible for the entire project implementation.
In particular:
-S/he will manage liaisons with the other NGOs involved in the consortium;
-S/he will manage liaisons with donor, local concerned authorities, private sector, civil society associations and other counterparts whenever required;
-S/He will directly plan programs activities;
-S/He will directly coordinate the intervention with the other consortium members;
-S/He will coordinate the Operational staff for the direct implementation and monitoring activities on the ground;
-S/He will responsible, in accordance with Consortium deadlines, of the project reporting (activities planning, monthly program progress and project final report);
-S/He will work in budgeting, forecast and control of financial flows and planning. (total budget up to 900.000 euros in two years and half);
-S/He will directly be responsible of field staff recruitment and coordination;
-S/He will conduct necessary training /mentoring /coaching for project staff the team on an ongoing basis;
-S/He will guarantee that all the activities are in line with Donor, Consortium and Cesvi procedures and rules;
-S/He will actively participate to the Sector and Consortium Working Group;
-S/He will write new project proposals in coordination with HQ and the field.
Required Competencies
- University-advanced degree in Social Sciences, political Sciences and related fields;
- At least 5 year experience in managing and coordinating programs;
- Proven experience in working in consortium;
- Proven experience in post-conflict areas where security is an issue;
- Good communication and diplomatic skills, and demonstrated experience in networking and building effective partnerships;
- Capacity to work independently, strong strategic and creative thinking;
- Ability to make effective decisions under time pressure;
- Fluency in English.
Desirable Competencies
- Previous experience in Livelihood, Vocational Training, Cash for Work interventions;
- Good knowledge of the area of intervention;
- Experience/knowledge of the Donor (Dutch Minister for Foreign Trade and Development Cooperation);
- Knowledge of Arabic.
